Fundo Rodoviário e Obras de Emergência (FROE) primary mission is to secure and pool financial resources dedicated to executing the National Programme for the Conservation and Maintenance of Roads and to funding emergency works that fall outside the scope of the regular Public Investment Programme . FROE is responsible for financing the national road conservation programme, aggregating funds for unexpected civil construction emergencies such as those caused by heavy rains or the destruction of bridges, and supervising the physical and financial execution of contracts to ensure proper application of resources.
