The Rwanda Road Maintenance Fund (RMF) is a public institution under the Ministry of Infrastructure responsible for financing the maintenance of the national road network in Rwanda. It was established by law to ensure sustainable funding for road maintenance and to preserve road assets across the country, with legal and financial autonomy.
RMF’s mission is to secure, manage, and disburse dedicated financial resources for road maintenance, ensuring efficiency, transparency, and long-term sustainability. The Fund mobilizes resources primarily through road user charges, government allocations, and partner contributions, and allocates them to support routine and periodic maintenance works.
The institution plays a key role in safeguarding road investments, improving road conditions, and supporting Rwanda’s socio-economic development by ensuring a reliable and well-maintained road network.
