A Partnership Built on Urgency
On 20th April 2026, in Nairobi an important milestone was marked through an introductory engagement between the African Road Maintenance Funds Association (AFERA-ARMFA) and African Trade & Investment Development Insurance (ATIDI).
This engagement initiated a strategic dialogue aimed at addressing a shared concern: Africa’s road networks remain underfunded, exposed to systemic risk, and in need of more sustainable financing approaches.

With only 40% of maintenance needs currently financed, ongoing treasury-related delays, and 55% dependence on traditional revenue sources (fuel levy, donations, user charges, etc..) many of which face uncertainty due energy transition, the conversation is gradually shifting and is no longer just funding alone it is long-term sustainability and risk management.
Natural Convergence
ATIDI brings together 24 member states where else AFERA-ARMFA brings a continental network of 35 member states, 22 member states shared between the two institutions.
Therefore, the convergence is built on:
- A shared development ecosystem with partners such as the African Development Bank
- A common challenge, particularly around payment reliability and financial sustainability
- A proven model, ATIDI’s success in the energy sector through the liquidity support facility translating into an innovative road maintenance liquidity mechanism.
Together, shifting road maintenance from a public liability to a bankable sector.
The collaboration sits well with the AU Agenda 2063 positioning infrastructure as a driver of integration, resilience, and growth and Africa as a strong, united and influential global Player.
